    Soil Testing: Field, Sample and Laboratory Variability

    Soil testing has advanced as a science and has become a tool widely used in making fertilizer recommendations. One of the basic components for ensuring reliability of recommendations is calibration of soil test results to determine the proper match of fertilizer recommendations with the soil test level for each nutrient and crop. Generally, calibration has been accomplished on small plot areas and is quite accurate. Even though there is nutrient variability within small areas, the potential for variability is much greater on a field basis. An important factor in making reliable fertilizer recommendations is the assumption that the soil sample itself accurately represents a field. Large variations in fertility levels and pH within a field can result in poor recommendations. Therefore, the nutrient variability within a field is of interest and importance. In some cases, the nutrient variability within a field can be caused by a number of things such as soil erosion and deposition, combining of fields, past history, fertilization and manure application patterns, soil types and other factors. Large variability within a field has been proven to cause variable yields. Soil test records from many fields over a number of years show that the extent of soil test variability is dependent on the field. Because of this, some fields show little change in soil test levels from year to year while other fields show large changes in the nutrient status from year to year. Such large yearly changes can come from a combination of primarily four sources: 1) Variability in the field as described above; 2) How the soil sample is taken (number of cores, depth, time of year, etc.); 3) Quality control within the laboratory (the capability of the lab to reproduce its results); and 4) Fertilizer applied during the year and time of soil sampling relative to fertilizer application and crop growth. We have closely monitored a field for a number of years to evaluate the effect of these factors on making lime and fertilizer recommendations

    The Future City: A Selection of Views on the Reorganization of Government in Greater Winnipeg

    Book: pp.54; digital file.This is a collection of short essays on the potential workings and outcomes of the Unicity scheme then proposed by the Manitoba provincial government, and attempts to give careful consideration and critique of the scheme. Essays are written by researchers and academics from the University of Winnipeg, members of the local media and the private sector. The paper argues that amalgamation into a regional government will have both positive and negative effects. Generally, the provision of equitable levels of services and effective planning for the entire region are viewed positively, while the potential for Unicity to become too unwieldy and too under-representative of marginalized communities is seen as a cause for concern. An additional criticism that arises from these essays, is that partisan politics will become more firmly rooted at the municipal level in Winnipeg, on account of Unicity’s proposed parliamentary-style city council. The test of Unicity, therefore, is the degree to which the proposed community committees and ward representation are able to flourish. The editor concludes by saying that the Unicity has the potential to be a framework for a new, more democratic style of politics through greater citizen engagement. This end must be actively pursued, he writes, otherwise the new framework will be governed by the same old politics that characterized Greater Winnipeg in recent years

    Health related quality of life utility weights for economic evaluation through different stages of chronic kidney disease: a systematic literature review.

    BACKGROUND: A Task Force from the International Society of Pharmacoeconomics and Outcomes Research (ISPOR) provides recommendations on how to systematically identify and appraise health state utility (HSU) weights for cost-effectiveness analyses. We applied these recommendations to conduct a systematic review (SR) to identify HSU weights for different stages of chronic kidney disease (CKD), renal replacement therapy (RRT) and complications. METHODS: MEDLINE® and Embase were searched for interventional and non-interventional studies reporting HSU weights for patients with CKD stages 1-5 or RRT. As per ISPOR Task Force Guidance, study quality criteria, applicability for Health Technology Assessment (HTA) and generalisability to a broad CKD population were used to grade studies as either 1 (recommended), 2 (to be considered if there are no data from grade 1 studies) or 3 (not recommended). RESULTS: A total of 17 grade 1 studies were included in this SR with 51 to 1767 participants, conducted in the UK, USA, Canada, China, Spain, and multiple-countries. Health related quality of life (HRQL) instruments used in the studies included were EQ-5D-3L (10 studies), SF-6D (4 studies), HUI2/HUI3 (1 study), and combinations (2 studies). Although absolute values for HSU weights varied among instruments, HSU weights decreased with CKD severity in a consistent manner across all instruments. CONCLUSIONS: This SR identified HSU weights for a range of CKD states and showed that HRQL decreases with CKD progression. Data were available to inform cost-effectiveness analysis in CKD in a number of geographies using instruments acceptable by HTA agencies

    VTXO: The Virtual Telescope for X-ray Observations

    The Virtual Telescope for X-ray Observations (VTXO) will use lightweight Phase Frensel Lenses (PFLs) in a virtual X-ray telescope with 1 km focal length and with nearly 50 milli-arc second angular resolution. Laboratory characterization of PFLs have demonstrated near diffraction-limited angular resolution in the X-ray band, but they require long focal lengths to achieve this quality of imaging. VTXO is formed by using precision formation flying of two SmallSats: a smaller, 6U OpticsSat that houses the PFLs and navigation beacons while a larger, ESPA-class DetectorSat contains an X-ray camera, a charged-particle radiation monitor, a precision star tracker, and the propulsion for the formation flying. The baseline flight dynamics uses a highly-elliptical supersynchronous geostationary transfer orbit to allow the inertial formation to form and hold around the 90,000 km apogee for 10 hours of the 32.5-hour orbit with nearly a year mission lifetime. The guidance, navigation, and control (GN&C) for the formation flying uses standard CubeSat avionics packages, a precision star tracker, imaging beacons on the OpticsSat, and a radio ranging system that also serves as an inter-satellite communication link. VTXO’s fine angular resolution enables measuring the environments nearly an order of magnitude closer to the central engines of bright compact X-ray sources compared to the current state of the art. This X-ray imaging capability allows for the study of the effects of dust scattering nearer to the central objects such as Cyg X-3 and GX 5-1, for the search for jet structure nearer to the compact object in X-ray novae such as Cyg X-1and GRS 1915+105, and for the search for structure in the termination shock of in the Crab pulsar wind nebula. In this paper, the VTXO science performance, SmallSat and instrument designs, and mission description is described. The VTXO development was supported as one of the selected 2018 NASA Astrophysics SmallSat Study (AS3) missions

    Mid-Infrared Imaging of the Post-AGB Star AC Herculis with the MMT Adaptive Optics System

    We utilized the MMT's unique deformable secondary adaptive optics system to produce high-resolution (FWHM=0.3"), very high Strehl mid-infrared (9.8, 11.7 & 18 micron) images of the post-AGB star AC Her. The very high (98+/-2%) Strehls achieved with Mid-IR AO led naturally to an ultra-stable PSF independent of airmass, seeing, or location on the sky. We find no significant difference between AC Her's morphology and our unresolved PSF calibration stars (mu UMa & alpha Her) at 9.8, 11.7, & 18 microns. Our current observations do not confirm any extended Mid-IR structure around AC Her. These observations are in conflict with previously reported Keck (seeing-limited) 11.7 and 18 micron images which suggested the presence of a resolved ~0.6" edge-on circumbinary disk. We conclude that AC Her has no extended Mid-IR structure on scales greater than 0.2" (R<75 AU). These first results of Mid-IR AO science are very encouraging for future high accuracy Mid-IR imaging with this technique.Comment: To appear in the November 20, 2003 issue of the Astrophysical Journal Letters.     Pollution, habitat loss, fishing and climate change as critical threats to penguins

    Cumulative human impacts across the world’s oceans are considerable. We therefore examined a single model taxonomic group, the penguins (Spheniscidae), to explore how marine species and communities might be at risk of decline or extinction in the southern hemisphere. We sought to determine the most important threats to penguins and to suggest means to mitigate these threats. Our review has relevance to other taxonomic groups in the southern hemisphere and in northern latitudes, where human impacts are greater. Our review was based on an expert assessment and literature review of all 18 penguin species; 49 scientists contributed to the process. For each penguin species, we considered their range and distribution, population trends, and main anthropogenic threats over the past approximately 250 years. These threats were harvesting adults for oil, skin, and feathers and as bait for crab and rock lobster fisheries; harvesting of eggs; terrestrial habitat degradation; marine pollution; fisheries bycatch and resource competition; environmental variability and climate change; and toxic algal poisoning and disease. Habitat loss, pollution, and fishing, all factors humans can readily mitigate, remain the primary threats for penguin species. Their future resilience to further climate change impacts will almost certainly depend on addressing current threats to existing habitat degradation on land and at sea. We suggest protection of breeding habitat, linked to the designation of appropriately scaled marine reserves, including in the High Seas, will be critical for the future conservation of penguins. However, large-scale conservation zones are not always practical or politically feasible and other ecosystem-based management methods that include spatial zoning, bycatch mitigation, and robust harvest control must be developed to maintain marine biodiversity and ensure that ecosystem functioning is maintained across a variety of scales.Los impactos humanos acumulativos a lo largo de los océanos del planeta son considerables. Por eso examinamos un solo modelo de grupo taxonómico, los pingüinos (Sphenischidae), para explorar cómo las especies y las comunidades marinas pueden estar en riesgo de disminuir o de extinguirse en el hemisferio sur. Buscamos determinar la amenaza más importante para los pingüinos y sugerir métodos para mitigar estas amenazas. Nuestra revisión tiene relevancia para otros grupos taxonómicos en el hemisferio sur y en las latitudes norteñas, donde los impactos humanos son mayores. Nuestra revisión se basó en una evaluación experta y una revisión de literaratura de las 18 especies de pingüinos; 49 científicos contribuyeron al proceso. Para cada especie de pingüino, consideramos su rango y distribución, tendencias poblacionales y las principales amenazas antropogénicas en aproximadamente los últimos 250 años. Estas amenazas fueron la captura de adultos para obtener aceite, piel y plumas y el uso como carnada para la pesca de cangrejos y langostas: la recolección de huevos; la degradación del hábitat terrestre; la contaminación marina; la pesca accesoria y la competencia por recursos; la variabilidad ambiental y el cambio climático; y el envenenamiento por algas tóxicas y enfermedades. La pérdida de hábitat, la contaminación y la pesca, todos factores que los humanos pueden mitigar, siguen siendo las amenazas principales para las especies de pingüinos. Su resiliencia futura a más impactos por cambio climático dependerá certeramente de que nos enfoquemos en las amenazas actuales a la degradación de hábitats existentes en tierra y en el mar.     The SHARP study: a quantitative and qualitative evaluation of the short-term outcomes of housing and neighbourhood renewal

    &lt;p&gt;&lt;b&gt;Background:&lt;/b&gt; The SHARP study was set up to evaluate the short (1 year) and longer-term (2 year) effects on health and wellbeing of providing new social housing to tenants. This paper presents the study background, the design and methods, and the findings at one year.&lt;/p&gt; &lt;p&gt;&lt;b&gt;Methods:&lt;/b&gt; Data were collected from social tenants who were rehoused into a new, general-purpose socially-rented home developed and let by a Scottish Registered Social Landlord (the "Intervention" group). These data were collected at three points in time: before moving (Wave 1), one year after moving (Wave 2) and two years after moving (Wave 3). Data were collected from a Comparison group using the same methods at Baseline (Wave 1) and after two years of follow-up (Wave 3). Qualitative data were also collected by means of individual interviews. This paper presents the quantitative and qualitative findings at 1 year (after Wave 2).&lt;/p&gt; &lt;p&gt;&lt;b&gt;Results:&lt;/b&gt; 339 Intervention group interviews and 392 Comparison group interviews were completed. One year after moving to a new home there was a significant reduction in the proportion of Intervention group respondents reporting problems with the home, such as damp and noise. There was also a significant increase in neighbourhood satisfaction compared with Baseline (χ2 = 35.51, p &lt; 0.0001). Many aspects of the neighbourhood improved significantly, including antisocial behaviour. In terms of environmental aspects and services the greatest improvements were in the general appearance of the area, the reputation of the area, litter and rubbish, and speeding traffic. However, lack of facilities for children/young people and lack of safe children's play areas remained a concern for tenants.&lt;/p&gt; &lt;p&gt;&lt;b&gt;Conclusion:&lt;/b&gt; This study found that self-reported health changed little in the first year after moving. Nonetheless, the quantitative and qualitative data point to improvements in the quality of housing and of the local environment, as well as in tenant satisfaction and other related outcomes. Further analyses will explore whether these effects are sustained, and whether differences in health outcomes emerge at 2 years compared with the Comparison group.&lt;/p&gt

    A tool for assessing the climate change mitigation and health impacts of environmental policies: the Cities Rapid Assessment Framework for Transformation (CRAFT).

    Background: A growing number of cities, including Greater London, have set ambitious targets, including detailed policies and implementation plans, to reach global goals on sustainability, health, and climate change. Here we present a tool for a rapid assessment of the magnitude of impact of specific policy initiatives to reach these targets. The decision-support tool simultaneously quantifies the environmental and health impacts of specified selected policies. Methods: The 'Cities Rapid Assessment Framework for Transformation (CRAFT)' tool was applied to Greater London. CRAFT quantifies the effects of ten environmental policies on changes in (1) greenhouse gas (GHG) emissions, (2) exposures to environmental hazards, (3) travel-related physical activity, and (4) mortality (the number of attributable deaths avoided in one typical year). Publicly available data and epidemiological evidence were used to make rapid quantitative estimates of these effects based on proportional reductions in GHG emissions and environmental exposures from current baseline levels and to compute the mortality impacts. Results: The CRAFT tool estimates that, of roughly 50,000 annual deaths in Greater London, the modelled hazards (PM 2.5 (from indoor and outdoor sources), outdoor NO 2, indoor radon, cold, overheating) and low travel-related physical activity are responsible for approximately 10,000 premature environment-related deaths. Implementing the selected polices could reduce the annual mortality number by about 20% (~1,900 deaths) by 2050. The majority of these deaths (1,700) may be avoided through increased uptake in active travel. Thus, out of ten environmental policies, the 'active travel' policy provides the greatest health benefit. Also, implementing the ten policies results in a GHG reduction of around 90%. Conclusions: The CRAFT tool quantifies the effects of city policies on reducing GHG emissions, decreasing environmental health hazards, and improving public health. The tool has potential value for policy makers through providing quantitative estimates of health impacts to support and prioritise policy options
